Dear Mr. Scott,
I am enclosing a copy of a letter from the Ministry of Pensions, of which we spoke recently by telephone, concerning liability for the cost of the replacement of an artificial limb for a Mr. C.H. Yong.
You will see that Mr. Yong lost his arm during hostilities in Singapore in February, 1942 and that he receives a disability pension from Singapore Government funds. We understand that Mr. Yong has been resident in this country for some time although it is not clear whether he intends to remain permanently in the United
Kingdom.
I understand that under the present arrangements persons, such as Mr. Yong, would be eligible for free surgical treatment and the supply or replacement of artificial limbs and that the cost would fall to be born by His. Majesty's Government.
We have informed the Ministry of Pensions at Roehampton that this letter has been referred to the Ministry of Health and I shall be most grateful for your observations.
